<br />
That will make life more expensive for borrowers and will particularly affect home-owners who will receive less tax relief on their mortgages. On the other hand, DR News understands that there are no plans to touch the actual tax on homes.<br />
<br />
<b>Banks to pay up<br />
</b>Another source of funding in the Government&#8217;s tax reform appears to be a tax on the financial sector, affecting banks, pension funds and insurance companies, among others.<br />
<br />
The winners will be top-rate taxpayers, who can expect the top rate to kick in later in future. And all those in work can look forward to a higher employment income allowance.<br />
<br />
<b>Liberals opposed<br />
</b>The Liberal Party is fundamentally opposed to any move that makes it more expensive to be a home-owner. The Government itself promised in its manifesto to leave the tax on home-owners alone in this electoral period, so any cut in interest relief is not expected to take effect for a couple of years.<br />
<br />
DR understands that the tax reform will affect around DKK 15 billion, which is less than expected. On the other hand, the Government expects to create the equivalent of 12,000-15,000 full-time jobs.</span></p>

If somebody wants to stay in the church, they should be permitted to do so.&#8221;<br />
<br />
 This was the message from Ivan Larsen, vicar at St Stephen&#8217;s Church in Nørrebro, Copenhagen, in a statement to <i>TV-Avisen</i>.<br />
<br />
The eleven Iranian asylum seekers moved into the church recently and are on hunger strike to draw attention to their unhappy situation.<br />
<br />
<b>Afraid of being sent home<br />
</b>The Iranians, who are aged between 20 and 35, have been living in Danish asylum centres for years and are afraid of being sent back to Iran.<br />
<br />
The church council and clergy recently met to discuss the situation, but were unable to come to a decision.<br />
<br />
&#8220;It is a completely new situation, and we need more time to consider what to do and to take advice,&#8221; Ivan Larsen told DR.<br />
<br />
The eleven Iranians will be allowed to remain in the church for the time being.<br />
<br />
<b>Several tortured<br />
</b>Four of the eleven are Christian, two belong to the Bahá&#8217;i faith and the other five are Muslims. According to their spokesperson, Masoud Reisvand, they are &#8220;cultural&#8221; rather than devout Muslims.<br />
<br />
The church&#8217;s web site indicates that several of the eleven were tortured in Iran, and one of them has had mental health problems in Denmark because of the fear of being sent home.<br />
<br />
The Socialist People&#8217;s Party&#8217;s spokesperson for integration, Karina Lorentzen, told Danish news agency Ritzau that she understood the Iranians&#8217; desperation.<br />
<br />
&#8220;People become desperate when they live in camps for so long, but a hunger strike is not the right way to go about things. We have heard them and we are already trying to do something about it.&#8221;<br />
<br />
<b>Better conditions for asylum seekers<br />
</b>She explains that an official report will soon be making recommendations in this area.<br />
<br />
&#8220;DKK&#160;200 million has been earmarked for improving conditions for asylum seekers, because we believe it is undignified to have to wait so long in an asylum centre,&#8221; she said.<br />
<br />
The Government&#8217;s goal is that no asylum seeker should have to spend more than six months in an asylum centre.<br />
<br />
However, Martin Henriksen, immigration spokesperson for the Danish People&#8217;s Party, describes it as a &#8220;slippery slope&#8221;.<br />
<br />
&#8220;I would urge the Minister for Justice to set out the Government&#8217;s collective view. If the Government implements the planned relaxations on asylum, it will inevitably look to the outside world as if it is giving in to threats,&#8221; he said.<br />

 This is because many traffic lights are not properly coordinated or correctly adjusted or are simply defective or out of date.<br />
<br />
&#8220;Some of the signalling systems do not work as intended. This means that some drivers will experience needless delays,&#8221; confirms Charlotte Vithen, road and traffic director at the Road Directorate.<br />
<br />
<b>Could save DKK&#160;1.3 billion<br />
</b>The report estimates that optimising the coordination of Danish traffic lights could actually save society DKK&#160;1.3 a year.<br />
<br />
And it is interesting to note that this would only require an investment of about DKK&#160;10 million a year.<br />
<br />
&#8220;This really is an area in which something can be done to improve traffic flow and reduce congestion. It is surprising that something so relatively simply could bring so much benefit,&#8221; said Jens Peder Kristensen, who is president of ITS Danmark, an organisation which promotes intelligent traffic systems.<br />
<br />
&#8220;Traffic lights in the more outlying areas are really neglected and are left to look after themselves, even when traffic conditions change or the sensors in the roads stop working,&#8221; he believes.<br />
<br />
<b>Ready to consider it<br />
</b>The Danish Road Directorate has already tightened up requirements for the maintenance of lights on major roads, and Local Government Denmark (LGDK) is sympathetic to the report&#8217;s message.<br />
<br />
&#8220;I am surprised that there is such scope for improvement, and I would like to see this put into practice,&#8221; said Martin Damm (Liberals), chair of LGDK&#8217;s environment and technical committee.</span></p>

Danes are very pleased to be going home early on Fridays.</p>

<p>Journeys home on Fridays and before public holidays start on average 35 minutes earlier than on other working days, reports Politiken. This is based on the Travel Behaviour Study carried out by the Department of Transport at the Technical University of Denmark, which charts Danish traffic behaviour in detail.</p>

<p><strong>We nip off early<br />
</strong>The study looks at all commuter journeys over the last three years. On average cars whizz off from work 39 minutes earlier on Fridays, whilst those taking public transport leave nine minutes earlier.</p>

<p>Megafon, the research institute, asked 1,107 Danes about their work habits. 43 per cent of those in employment said that they work less on a Friday. The survey was carried out for Politiken and TV2.</p>

<p><strong>Friday liberties<br />
</strong>According to Henning Jørgensen, a labour market researcher at Aalborg University, we have simply stretched the weekend.</p>

<p>"Something has happened to our working hours on a Friday. It is not a full working day any more. As the weekend approaches our thoughts turn to family life and so our legs take us away from work.</p>

<p>So it is 'help yourself' among many office workers, because they feel they deserve a reward after a hard week's work," Henning Jørgensen told Politiken.</p>

<p>In the current three-party negotiations, the Government is proposing to improve the public finances by DKK 4 billion through increased employment.</p>

<p><strong>30 minutes longer at your desk<br />
</strong>However, if every Dane worked half an hour longer on a Friday this would lead to an budgetary improvement of DKK 7.5 billion, according to calculations prepared for Politiken by the liberal think-tank Cepos.</p>

<p>In the Megafon survey 37 per cent of Danes said they would be prepared to work half an hour extra on a Friday if it meant that the public holidays could be preserved.</p>

At least four municipalities have already introduced a total smoking ban in all or some of their workplaces - and ten others are reviewing the matter.</p>

<p>This emerges from a comprehensive survey of municipal HR managers carried out by Avisen.dk.</p>

<p>"We are Funen's healthiest municipality, so it's perfectly natural that we should be completely smoke-free. We believe this is the extra motivation that the 22-23 per cent of our 3,600 smoking employees need," Henning Qvick, chief executive of Assens Municipality, told Avisen.dk.</p>

<p>This development is very much to the liking of the Danish Cancer Society, which expects more municipalities to follow suit once the way has been paved.</p>

<p>"Smoking bans in working hours are politically highly sensitive, and there has long been an air of hesitancy in the municipalities. But this is the starting signal for a process that will gain momentum in the next few years," Inge Haunstrup Clemmensen, consultant at the Danish Cancer Society, told Avisen.dk</p>

<p>Prime Minister Helle Thorning-Schmidt (SocDem) revealed this after the 27 EU Heads of State and Government concluded their meeting on growth and new jobs in Europe early on Thursday morning.</p>

<p>"We have had a very constructive discussion, and we have laid the groundwork for a real growth package that we can discuss at the next summit meeting at the end of June," said the Prime Minister.</p>

<p>She is holding onto the hope that the Danish EU Presidency can be crowned with a common European growth pact that will create new jobs and help pull the EU out of the crisis.</p>

<p>In the lead-up to the meeting, the media had set the scene for a showdown between German Chancellor Angela Merkel's desire for austerity and newly elected French President François Hollande's desire for more investment.</p>

<p>However, according to Helle Thorning-Schmidt the tone of the discussions was positive.</p>

<p>"It's simplistic to say that you either have to save your way out of the crisis or invest your way out. The message from the meeting is that everyone now agrees we need to get to grips with the economy but also kick-start growth," said the Prime Minister.</p>

Andreas Laudrup made it 2-0 ten minutes after the restart, and Andreas Bjelland completed the scoring a few minutes from full-time. This meant that the result of the game between FC Copenhagen and Silkeborg was irrelevant, although Copenhagen did their bit by winning 2-1.</p>

<p>AC Horsens' defeat also meant that they missed out on third place, which instead went to FC Midtjylland, who defeated AGF 2-0.</p>

<p>As well as the Danish title, FC Nordsjælland can celebrate earning an automatic place in next season's Champions League, which will earn the club more than DKK 100 million. FC Copenhagen will be entered in the qualifying stage of the competition</p>

It was only after 29 days that the municipal home-care service realised that they had forgotten about him.<br />
<br />
The details have been revealed by the dead man&#8217;s 64-year-old niece from Tølløse, who was the only family member with whom Egon Hansen had any contact in the period before he died.<br />
<br />
&#8220;I can&#8217;t bear to think about how long he was left lying dead in his bed. Imagine something like that happening in Denmark today. It makes me want to cry,&#8221; Lise Hansen told Sjællandske Medier.<br />
<br />
The municipal home-care service was on the scene just a few hours after Egon Hansen&#8217;s death early in the morning of 23 April. Lise Hansen was woken by a call from the home-help who found her uncle dead.<br />
<br />
A son did not want to take charge of the removal of the body. Subsequently the niece couldn&#8217;t get through to the home-care service to establish what should be done with the dead man. It was not until 29 days later that she was contacted by a team leader who had visited Egon Hansen&#8217;s home and found that his body was still there.<br />
<br />
John Lauritzen (SocDem), chairperson of the Care Committee in Næstved Municipality, accepts that the municipality is responsible for leaving Egon Hansen lying dead in his bed without any action from the home-care service.<br />
<br />
&#8220;I have looked into the circumstances of the death. The failure to act after the death was the fault of Næstved Municipality,&#8221; he said, apologising to Lise Hansen for the error.<br />

The group comprises around 10 Christian Iranians who wish to stay in Denmark. They fear they will be killed if they are sent back to the theocratic regime in their home country.<br />

TV 2 News has reported that the rejected Iranians began hunger-striking three weeks ago at an asylum centre in Zealand. They say that this is not an occupation of the church.<br />
<br />
The asylum seekers are wearing white T-shirts and carrying laminated signs around their necks stating "Iranian hunger-striker".<br />
<br />
St Stephen&#8217;s Church is in the same district as Brorson&#8217;s Church, where a large group of asylum seekers sought sanctuary in 2009.<br />

In future, it will be quite normal either to take up a partial pension alongside a part-time job or to take a break from retirement to go back to work for a while.<br />

A change in the law has put an end to the traditional thinking that you say goodbye to your colleagues for good on the day you decide to stop working. Now elderly people can opt to turn their pension on and off as needed, which in the past has not been possible for tax reasons.<br />
<br />
For the time being, the option is only open to older workers in the health sector. From 1 January 2013, they will be offered a part-time pension by their pension company PKA, whose CEO, Peter Damgaard Jensen, believes there is an urgent need to soften the traditional pension model.<br />
<br />
&#8220;One in three employees in the health sector, equivalent to 55,000 people, will be taking up their pension in the next 10 years. And if a flexible old-age pension can get some members to defer their retirement, it would have a hugely beneficial effect on society,&#8221; said Peter Damgaard Jensen.<br />

At the subsequent press conference in the press centre in Baku, the draw for the final slots determined that Denmark will be the 15th act to perform.<br />
<br />
A total of 18 countries competed in Tuesday&#8217;s semi-final extravaganza to decide the ten places in the final. The other acts progressing to the final include the Russian grandmothers, Buranovskiye Babushki, who have taken Europe by storm with their special dance number <i>Party For Everybody</i>.<br />
<br />
Denmark&#8217;s North Atlantic friends from Iceland, Greta &amp; Jonsi, have also made the final after their dramatic violin ballad, which really got the party started in Baku Crystal Hall following a rather less festive opening by Montenegro&#8217;s Rambo Amadeus, who failed to progress from the semi-final.<br />
<br />
Unfortunately, the competition also bade farewell to Finnish singer Pernilla Karlsson, whose Swedish-language song was not to the taste of Europeans.<br />

They will make a clear demand that working hours should only be increased by taking away ordinary holiday allowance or public holidays from employees, writes <i>Politiken</i>.<br />
<br />
As a precondition for concluding a three-party agreement, Jørn Neergaard Larsen, president of the Confederation of Danish Employers (DA), is insisting that any initiatives relating to increased working hours should be voted through in the Danish Parliament.<br />
<br />
To all intents and purposes, this only leaves the option of ordinary holiday allowance and public holidays. All other initiatives &#8211; such as moving more employees from part-time to full-time or extending the 37-hour working week &#8211; are excluded because they have to be changed through collective bargaining.<br />
<br />
&#8220;If anything is agreed on working hours, it should be brought into effect solely by the Danish Parliament. That is crucial. It would be completely nonsensical to transfer a manoeuvre from the three-party negotiations to the collective agreements. We will not be party to that,&#8221; said Jørn Neergaard Larsen, who also wants the increased working hours to enter into force now.<br />
<br />
The increase in working hours appears to be the major sticking point. Many factions in the trade unions are vehemently opposed to implementing an increase by taking away ordinary holiday allowance or public holidays.<br />
<br />
However, Flemming Ibsen, a labour market researcher at Aalborg University, believes that today&#8217;s tough announcement suggests that the employers will ultimately get their way.<br />
<br />
&#8220;This signal significantly narrows the scope for increasing working hours. It&#8217;s very simple: only the holidays act and public holidays are left. The employers have effectively vetoed all other options. And if the other party does not concur, there will be no three-party agreement,&#8221; Flemming Ibsen told <i>Politiken</i>.<br />

Of those, 58,000 get DKK 1,000 less a month if they are on public benefits rather than having a job.<br />
<br />
The explanation for the poor financial incentive to work is that unemployment benefit for low earners is relatively high.<br />
<br />
The financial study by the ministry also shows that when the entitlement to unemployment benefit expires, usually after two years, the desire to find a job significantly increases.<br />
<br />
For the vast majority of people, it does pay to work. In fact, the financial gain from working rather than being on public benefits is DKK 9,600 a month on average.<br />

Tuesday&#8217;s proceedings in Manama took place in a civil court and constituted an appeal against a judgment from last year, when a military court sentenced al-Khawaja to life imprisonment for demanding a system change in the country.<br />
<br />
He has now been on hunger strike for more than 100 days, but has reportedly been force-fed during that time.<br />

The mergers will increase Arla&#8217;s annual revenue by DKK 9 billion, corresponding to 16 per cent of last year&#8217;s total sales of DKK 55 billion.<br />
<br />
&#8220;In each of these three companies the aim is to create value for our owners in the form of a strong milk price. This will remain the case in the future, and our platform for delivering good results will be strengthened if these plans are realised,&#8221; CEO Peder Tuborgh stated in a press release.<br />
<br />
The mergers will make Arla the UK&#8217;s largest dairy company and Germany&#8217;s third largest, both of which are stated goals for Arla in 2015.<br />

This is the decision of Minister of Justice Morten Bødskov following criticism of the practice of some driving schools. A new executive order on driving licences stipulates that driving instructors can only use IT as an aid in theory instruction and must engage in active discussion with the pupils.<br />
<br />
&#8220;Out of regard for road safety, it is important that future drivers receive proper driver training, and the theory instruction is an essential part of that training,&#8221; said Morten Bødskov.<br />
<br />
&#8220;In this regard, IT-based instruction programs can obviously be an excellent aid, but they cannot stand alone and the theory instruction must never be purely self-study,&#8221; he said in a written statement.<br />
<br />
Morten Bødskov wants driving instructors to be an &#8220;active guide and discussion partner" for pupils. This will increase reflection by pupils and have a greater influence on their attitudes and behaviour.<br />
<br />
&#8220;The new rules will make these requirements clear to driving instructors,&#8221; said Morten Bødskov.<br />

<p><span lang="EN-GB">This is shown by new figures from the Parents&#8217; Counselling Service, which receives calls or letters from parents seeking impartial advice and guidance on their children&#8217;s problems at school.<br />
<br />
The second most common reason for parents contacting the Service is children feeling persecuted by an adult, also known as teacher bullying.<br />
<br />
<b>Top of the list<br />
</b>Since 2006, the Service has received 488 inquiries relating to teacher bullying. By comparison, pupil bullying has only accounted for 172 inquiries, almost three times as few, writes <i>metroXpress</i>.<br />
<br />
Teacher bullying is at the top of the list every year, and this is a concern for Solveig Gaarsmand, head of the Parents&#8217; Counselling Service.<br />
<br />
&#8220;It surprises us every year that so many parents contact us because their children feel persecuted by a teacher. Self-reflection among teachers is important if we are to stamp out this problem,&#8221; Solveig Gaarsmand told <i>metroXpress</i>.<br />
<br />
<b>A very serious matter<br />
</b> Vera Rosenbeck, president of the Association of Danish Pupils, echoes this message.<br />
<br />
&#8220;It&#8217;s one thing being bullied by a pupil, but it&#8217;s even more serious being bullied by a teacher. It&#8217;s their job to promote safety and well-being, and if someone has been persecuted by an adult for ten years in school, no one can object if they don&#8217;t want to enter a post-compulsory education programme,&#8221; she told <i>metroXpress</i>.<br />
<br />
<b>Verbal assault<br />
</b> In 2009, the Danish Centre of Educational Environment carried out the biggest study to date of teacher bullying. It showed that one in ten Danish school pupils feels bullied by a teacher, but since then nothing has been done about the matter, said head of centre Ole Juhl.<br />
<br />
&#8220;It&#8217;s time to get things out in the open and talk freely about teacher bullying because it&#8217;s verbal assault. But the matter is being covered up,&#8221; he said.<br />
<br />
He points out that while all schools have a duty to implement an anti-bullying strategy, often it only focuses on the pupils and not the teachers.<br />

This has been confirmed by Dennis Kristensen, president of the Danish Union of Public Employees, who is a member of the day-to-day management. The meeting will discuss the government&#8217;s mandate ahead of the negotiations.</span></p>

<p><span lang="EN-GB">&#8220;I don&#8217;t imagine that it&#8217;s &#8216;take it or leave it&#8217;, but that it will be the first draft that we&#8217;ve waited so long for. However, I also think that things will proceed quickly,&#8221; Dennis Kristensen told the Danish news agency Ritzau.<br />
<br />
&#8220;LO will have the opportunity to discuss whether the mandate covers what the central organisation wants to bring to the negotiations and, if so, give the thumbs-up. Alternatively, we could approve the mandate with additions,&#8221; said Dennis Kristensen.<br />
<br />
<b>Three-party negotiations could be imminent</b><br />
According to DR News, the three-party negotiations could begin in a few days if LO approves the mandate.<br />
<br />
Dennis Kristensen has not yet received the mandate, but he has high hopes for it. Among other things, he is counting on massive investment in training and education. But he does not expect to see a mandate which paves the way for abolishing one or more holidays.<br />
<br />
&#8220;I&#8217;m assuming that the government has thought things through carefully based on the recent debate,&#8221; said Dennis Kristensen, who has been one of the harshest critics of cutting holidays.<br />
<br />
&#8220;We still need to find DKK 4 billion with the help of increased working hours, but I expect an open proposal where they haven&#8217;t already committed themselves to finding the money in one way or another.&#8221;<br />
<br />
LO's large General Council, which needs to be appraised prior to the three-party negotiations, will also meet later today, writes DR News.<br />

In Guldborgsund Municipality the average mark is 6.5, while in Rudersdal Municipality it is 7.7.<br />
<br />
The big difference in the average marks between the municipalities is a cause for concern for many researchers, reports <i>Politiken</i>.<br />
<br />
&#8220;This is serious. The figures reflect the social map of Denmark and show that there is a massive polarisation in society,&#8221; Noemi Katznelson, associate professor of youth research at Aarhus University&#8217;s Danish Centre for Youth Research, told <i>Politiken</i>.<br />
<br />
&#8220;We must strive to have a society with equal opportunities for all regardless of where in the country you are born. We should not have the systematic difference that the figures reveal,&#8221; she added.<br />
<br />
<b>Low marks in socially deprived areas<br />
</b>According to Noemi Katznelson and many other experts, the average marks are not necessarily linked with the quality of the teaching at the individual school.<br />
<br />
Instead, they highlight the fact that the upper-secondary schools are taking in pupils from very different environments.<br />
<br />
Pupils are scoring particularly poorly in the rural municipalities and socially deprived areas. This is shown by figures provided for <i>Politiken</i> by Uni-C, an agency under the Ministry of Children and Education, based on the leaving examinations in summer 2011.<br />
<br />
&#8220;Obviously, the upper-secondary schools also play a role &#8211; some are better than others &#8211; but the social factor is really making itself felt in some areas because the pupils come from such widely differing backgrounds,&#8221; Christian Helms Jørgensen, an associate professor in education at Roskilde University, told <i>Politiken</i>.<br />
<br />
<b>Freedom to choose causing problems<br />
</b>One way that the politicians can even out the differences in marks is by doing away with the freedom for parents to choose upper-secondary schools and mixing the pupils, says Christian Helms Jørgensen.<br />
<br />
&#8220;The peer effect comes into play. Pupils who mix with highly gifted pupils also become more gifted themselves. This would give pupils from unfavourable backgrounds the opportunity to get a good mark, which could really serve them well.&#8221;<br />
<br />
Minister for Children and Education Christine Antorini (SocDem) would prefer to introduce a social &#8220;taxi meter&#8221;, which would redistribute funds for upper-secondary schools so that schools with a high proportion of educationally weak pupils would receive most, reports <i>Politiken</i>.</span></p>

<br />
<b>Aim achieved<br />
</b>The companies questioned include Arla and Danish Crown. In total, the 32 companies account for around 5,000 jobs.<br />
<br />
Ole Linnet Juul, food director at the Confederation of Danish Industry, told <i>Jyllands-Posten</i> that the government has achieved its aim.<br />
<br />
&#8220;First the fat tax and now the sugar tax. What is the government planning for our future? Does it want production companies to close for good?&#8221; he said.<br />
<br />
The Confederation of Danish Industry fears that 1,200 production jobs are at risk. This comes on top of the jobs that are being lost in the retail industry because shops are losing revenue to cross-border trade.<br />

&#8220;The daycare years are just as important as the time that children spend at municipal primary and lower-secondary school. So we need to lay down equally tough requirements for daycare management, as well as requirements and guidelines for parents,&#8221; she told <i>Berlingske</i>.<br />
<br />
The Minister&#8217;s &#8220;Task Force for Future Daycare&#8221; is due to present a set of guidelines for ensuring more learning in daycare institutions.<br />
<br />
<b>Greater parental involvement</b><br />
Whereas in the past the task of the institutions was to look after children while both parents were at work, in future they will be required to incorporate more learning in the children&#8217;s daily care. And the parents will be asked to contribute to this.<br />
<br />
&#8220;It shouldn&#8217;t be a mini-school, but we should have more focus on the parents&#8217; active involvement in relation to the child&#8217;s learning. That doesn&#8217;t mean homework as in school, but it could mean asking parents to read aloud with their children for 20 minutes every day,&#8221; said Christine Antorini.<br />
<br />
In the autumn she will appoint a new committee to strengthen learning in the institutions through development work based on the guidelines.<br />
<br />
<b>Criticism of new committee</b><br />
Louise Schack Elholm, the Liberal Party&#8217;s family affairs spokeswoman, is surprised that the minister is not making immediate use of the work of the Task Force, which was originally appointed by the Liberal-Conservative coalition government.<br />
<br />
&#8220;Antorini is putting the whole thing on hold. I had hoped that we could get some action. That was the idea when we set up the Task Force,&#8221; said Louise Schack Elholm, who supports the Task Force&#8217;s ideas.<br />
<br />

</b>The decision reached at the summit meeting means that the European element of the missile defence system will be integrated under NATO&#8217;s command, and the missile defence system has been declared partially operational.<br />
<br />
The full system uses radar facilities based in Turkey and on US naval vessels. The intention is that at a later date further radar facilities will be based in Romania and Poland.<br />

<b>Highly qualified immigrants have greatest effect<br />
</b>This is the counter-assertion of a thesis written by Simon Weinberger of Aarhus University.<br />
<br />
&#8220;Immigrants have a unique understanding of their home market, they know the market structure, the culture and the pitfalls,&#8221; he said, pinpointing that highly qualified immigrants are having the biggest effect on foreign trade.<br />
<br />
&#8220;And this is yet another reason to balance the picture of immigrants in Denmark,&#8221; he concluded.</span></p>

<br />
In the past six months alone, three gangs of burglars with connections to Eastern Europe have been arrested in Denmark.<br />
<br />
Inspector Kim Kliver explained that the Danish National Police are all too aware of the trend:<br />
<br />
&#8220;We&#8217;re working closely with our neighbouring countries and with the whole of Europe so that little Denmark doesn&#8217;t have a big problem,&#8221; he told DR News.<br />
<br />
In particular, the number of criminals from Lithuania has increased significantly, with convictions of Lithuanians trebling in just five years. According to Lithuanian police, many gangs of burglars are working systematically with compatriots already residing in Denmark:<br />
<br />
&#8220;We are seeing a lot of small mobile groups who know where they are headed and where they can live. And they also know how to avoid police surveillance, for example by not using mobile phones,&#8221; said Mindaugas Petrauskas, head of analysis with the police in Kaunas, one of the cities in Lithuania from which a particularly large number of arrested burglars come.<br />
<br />
According to the Lithuanian police, Danish prisons are also not deterring the gangs:<br />
<br />
&#8220;They&#8217;re not really afraid of going to prison because they can get training, good food and good conditions, and some call it a mini-holiday,&#8221; said Mindaugas Petrauskas.<br />
<br />
As well as Lithuania, the majority of convicted Eastern Europeans come from Poland and Romania.</span></p>

&#8220;It&#8217;s tempting to think that this is a kind gesture towards their Greek cousins, and, dare one say it, perhaps towards a Greece in crisis, but it&#8217;s difficult to say. It is unusual, though, that they haven&#8217;t chosen a French or Danish first name,&#8221; said Eva Meldgaard.<br />

<br />
That seems to be the argument advanced by the Danish Film Institute, which hands out millions of kroner in State aid every year to new film projects, writes the online newspaper <i>Information</i>.<br />
<br />
In refusing support for the children&#8217;s film &#8220;MGP Missionen&#8221; on 6 October 2011, the administrators of the sponsorship scheme wrote that they considered the film to be both &#8220;well-intentioned and appealing&#8221;.<br />
<br />
However, the Danish Film Institute also found it hard to see &#8220;sufficient potential to reach a wide family audience&#8221;.<br />
<br />
The document obtained by <i>Information</i> goes on: &#8220;It is also the case that films with actors from a different ethnic background have not proved particularly marketable in the provinces.&#8221;<br />
<br />
&#8220;For us in Copenhagen, it is quite natural and obvious to depict a multiethnic and multicultural setting, but in the provinces it is unfortunately a different matter,&#8221; the document continues.<br />
<br />
<b>&#8220;A broad appeal&#8221; &#8211; ASA Film</b><br />
The director/producer at ASA Film, Henrik Møller-Sørensen, who applied for funding for the film together with director Martin Miehe-Renard, was unwilling to comment directly on the rejection from the Film Institute.<br />
<br />
&#8220;I can only say that we believe in the story and think it is such a good one that it is completely irrelevant what colour skin the actors have. It is a musical that appeals to both children and grown-ups, and we believe it has a broad appeal,&#8221; Møller-Sørensen told <i>Information</i>.<br />
<br />
<b>&#8220;Very unfortunate wording&#8221; &#8211; Film Institute</b><br />
The Director of Production and Development at the Danish Film Institute, Claus Ladegaard, acknowledges that the wording is &#8220;very, very unfortunate&#8221;.<br />
<br />
&#8220;It is not a legitimate reason, and I don&#8217;t think it is an accurate reason either, and I am sorry that it appears in a rejection letter at all,&#8221; he told <i>Information</i>.<br />

&#8220;We have 160,000 unemployed, and now they are saying we should be working even more. It&#8217;s absolutely crazy,&#8221; says Bjarne Sørensen, who represents the Danish Metalworkers Union in Horsens.<br />
<br />
The Danish Union of Public Employees (FOA) has also criticised these ideas.<br />
<br />
Leaders of local LO groups in East Jutland will be meeting to discuss how to organise demonstrations and other industrial action.<br />
<br />
<b>What are they thinking of?</b><br />
The Government&#8217;s allies in the Unity List are also opposed to the idea.<br />
<br />
&#8220;I would urge people who are members of a trade union to ask just what they are thinking of,&#8221; the leader of the party&#8217;s parliamentary group, Per Clausen, told <i>Jyllands-Posten</i>.</span></p>

<p>This emerges from an analysis undertaken by the journal Ingeniøren on the basis of information from the bus company Movia.</p>

<p><strong>Three times as expensive<br />
</strong>Ingeniøren calculates that the introduction of the new card will result in annual running costs of DKK 191 million for Movia.</p>

<p>If they retained the current punch-card system, costs would be a third of this - just DKK 63 million.</p>

<p>"I am surprised that a digital product does not result in lower operating costs," said Kim Normann Andersen, professor of IT systems at Copenhagen Business School.</p>

<p>Moving away from paper tickets should really result in savings, he observes.</p>

<p><strong>Costs will be passed on<br />
</strong>Danish train and bus companies will now have to spend DKK 2.7 billion more over 15 years for the digital travel card than they have been spending on their current systems - even after deducting all the savings.</p>

<p>According to Kim Normann Andersen it is likely that the transport companies will end up passing the costs on.</p>

<p>"One possibility is that they will be allowed to increase ticket prices, another is that they will ask stakeholders to inject more money. In other words, the municipalities may be asked to cover these costs."</p>

The municipal council has decided that Amy, who is now in a home near Mørkøv, should not be allowed to visit her foster parents, Hanne and Ole Keller, after being forced to move out more than two months ago.<br />
<br />
She is also not allowed to receive visits from them.<br />
<br />
&#8220;She is very unhappy about this. There is no doubt that Amy is very attached to her foster family,&#8221; said her lawyer, Finn Sandgaard from Holbæk.<br />
<br />
<b>Complaint<br />
</b>He has now helped Amy to draw up an appeal to the Social Complaints Board about the council&#8217;s decision.<br />
<br />
Amy&#8217;s foster parents in Næstved are also angry about the decision. They believe the affair has developed into &#8220;Brønderslev in reverse&#8221;, referring to the notorious case in Brønderslev where parents assaulted their children.<br />
<br />
&#8220;In this case I actually think it is Næstved municipality which has let Amy down. They have not considered her interests at all,&#8221; Ole Keller told <i>DR Sjælland</i>.<br />
<br />
<b>Counsellor dismissed<br />
</b>The ban on visits is not the only thing Amy and her lawyer have complained about. They have also sent in a complaint to the Social Complaints Board about the fact that the municipality has dismissed her Children&#8217;s Welfare counsellor.<br />
<br />
The municipality was unavailable for comment.<br />

This emerges from a new study of 2,348 Danes carried out on behalf of the Parker Institute and the self-help organisation Aktiveled.dk, which supports Danes with joint pain.<br />
<br />
<b>Joint pain comes to work<br />
</b>Your shoulders, back and knees hurt. In most cases joint pain arises because cartilage in the joint is breaking down, bringing serious pain for those affected.<br />
<br />
When Danes with joint pain go off to work, the pain goes with them. Two out of three Danes with joint pain across all occupations said that the pain affects their ability to work. Nearly half (49 per cent) were not able to carry out physically demanding tasks at work whilst a third (32 per cent) found long periods of sedentary work difficult.<br />
<br />
<b>Joint pain can cost you your job<br />
</b>One in six people with joint pain were in such pain that they had to reduce their working hours or change their job because of the pain, whilst 16 per cent had sometimes been unable to work at all.<br />
<br />
About one in ten (11 per cent) had lost their job or found it difficult to find work because of their pain, whilst one in five of the Danes with joint pain said they had taken early retirement due to the pain (20 per cent).<br />

The Ministry of Foreign Affairs receives many appeals from people who are unable to return to Denmark.<br />

On their way back to Denmark after visiting their families, many people with dual nationality find that they are not allowed to travel.<br />
<br />
<b>Danish authorities powerless<br />
</b>&#8220;It may be, for example, that they have not completed their military service in their original home country,&#8221; says the Head of Consular Services at the Foreign Ministry, Ole Mikkelsen.<br />
<br />
As the person being detained is also a citizen of the other country, there is little that the Danish authorities can do.<br />
<br />
&#8220;Under international law, these countries are not obliged to provide what is known as consular access, in other words to allow our embassy or consulate to see them,&#8221; Mikkelsen explains.<br />
<br />
<b>People must decide for themselves<br />
</b>The Ministry&#8217;s best advice is therefore to think carefully before booking the trip.<br />
<br />
&#8220;We urge travelers to consider before setting off whether events in the past may prevent them from returning,&#8221; says Ole Mikkelsen.<br />

<br />
Now the key word is inclusion. Teachers will now have children diagnosed with conditions such as ADHD, Asperger&#8217;s syndrome and autism in normal classes.<br />
<br />
However, less than a quarter of teachers feel properly equipped to teach pupils with these special needs, according to a study by the teachers&#8217; journal <i>Folkeskolen</i>. Two out of three teachers do not think they are sufficiently well trained.<br />
<br />
<b>An end to separate classes<br />
</b>The new Act means that thousands of pupils will be moved from separate groups into normal classes.<br />
<br />
Most Danish schools already teach without recourse to special classes. Experience has not been entirely positive here, with four out of ten teachers at these schools saying that the result is a worse deal for both the &#8220;normal&#8221; and the included pupils.<br />
<br />
The Act, supported by all parties except the Unity List, was conceived to enhance the performance of schools. Despite this aim, 43 per cent of pupils think that they get less out of the teaching in an inclusive class.<br />
<br />
<b>The necessary skills<br />
</b>These figures are not lost on the chair of the Danish Teachers&#8217; Union, Anders Bondo Christensen. He calls the figures &#8220;alarming&#8221; and says that the union has been telling Local Government Denmark and the Ministry for years that there is a problem.<br />
<br />
&#8220;If we implement inclusion without ensuring that teachers have the necessary skills, the pupils with specific learning difficulties will not learn properly, and nor will the other pupils,&#8221; he says.<br />

<br />
This is because the Danish Association of Medical Specialists has urged its members to cut their opening hours, go home earlier, take days off or attend training courses.<br />
<br />
The reason is that Denmark&#8217;s 1,100 specialists have examined and treated more patients in the last six months than was foreseen in the agreement with Danish Regions, but the specialists will only be paid for what was agreed, as a ceiling has been placed on expenditure.<br />
<br />
<b>Reducing the pace</b><br />
In a letter to its members, <i>Politiken</i> reports, the Association asks specialists to reduce their pace. This is a matter of urgency, say the board, because there are only six months of the agreement period left. &#8220;So we need to act now,&#8221; they write.<br />
<br />
One of the signatories is the vice-chair of the Association, Mikkel Holmelund, who is an ear, nose and throat specialist. He says the Association regrets that the situation will mean longer waiting times for patients.<br />
<br />
&#8220;We need to schedule appointments so that patients who are best able to wait will have to wait a little longer than they have in the past,&#8221; he says.</span></p>

<br />
<b>Initiative from the Unity List<br />
</b>The initiative for the reductions came from the Unity List, which received immediate backing from the governing coalition as well as the Danish People&#8217;s Party and the Liberal Alliance.<br />
<br />
However, the politicians at Christiansborg are certainly not about to turn their pockets inside out. Many privileges will be retained.<br />
<br />
The first DKK&#160;100,000 of the severance pay will be preserved, so former MPs will still pocket this amount even if they take up new jobs. The bill gives no detailed rationale for this provision.<br />
<br />
Moreover, unemployed former politicians will also be entitled to up to DKK&#160;100,000 to cover &#8220;further training costs&#8221; (as the Presidium puts it).<br />

<br />
Following the case of over-payments to private hospitals, Rigsrevisionen has now highlighted expenditure on hospital medication, which rose sharply under the Liberal-Conservative government, reports the online newspaper <i>Altinget.dk</i>.<br />
<br />
In a recently published report, Rigsrevisionen concludes that the Ministry of Health under the centre-right government deliberately missed a number of opportunities for society to save money on hospital medication.<br />
<br />
<b>Sharp rise in expenditure</b><br />
Rigsrevisionen notes that, from 2007 to 2010, expenditure on hospital medication rose by 50 per cent, reports <i>Altinget.dk</i>. That caused regions and experts to sound the alarm at the time. In 2010, the regions spent DKK&#160;5.8 billion on hospital medication.<br />
<br />
In its principal conclusion, Rigsrevisionen observes that the government chose to overlook a proposal from an inter-ministerial working group to copy the model used in other countries to obtain lower prices on hospital medication.<br />
<br />
This model is known as the reference price system, whereby the State sets a maximum price based on the average of the lowest prices in a number of countries with low prices.<br />
<br />
Instead, the Liberal-Conservative government, with the then Health Minister Jakob Axel Nielsen (C) at the head, chose to enter into a voluntary agreement with the pharmaceutical industry in 2009: an agreement under which the industry undertook to give a discount of five per cent.<br />
<br />
<b>No reaction</b><br />
In 2010, however, the regions pointed out to the Ministry of Health that, in practice, the agreement only produced a discount of three per cent. But the Ministry did not react. The national audit office makes the following comment on this:<br />
<br />
&#8220;Rigsrevisionen notes that the Ministry of Health did not take the initiative to renegotiate the pricing agreement, even though the total discount was significantly less than expected.&#8221;</span></p>

<br />
The Government is not generally opposed to the idea, but it is expecting an overall initiative in this area from Minister for Justice Morten Bødskov (SocDem) later in the year.<br />
<br />
<b>Unity List unwilling to wait</b><br />
The Unity List does not want to wait that long and the party is ready to push through its own proposal with the Liberals, the Conservatives and the Danish People&#8217;s Party even before the summer.<br />
<br />
&#8220;We cannot put off providing the right assistance to victims of violence. So unless the Government moves quickly to come up with something better, we are ready to adopt the proposal with the opposition,&#8221; said Pernille Skipper, legal affairs spokesperson for the Unity List.<br />
<br />
<b>Inspiration from Sweden</b><br />
The Unity List proposal is inspired by Sweden, where Swedish criminals have to pay SEK&#160;500 for each fresh offence that attracts a prison sentence. The money is used for research, projects and psychological support for the victims of their crimes. This idea is supported by the opposition in Denmark.<br />
<br />
The Danish People&#8217;s Party has already indicated that it intends to vote for the proposal, while both the Liberals and the Conservatives are supportive in principle and ready to follow suit.<br />
<br />

And it is working.<br />
<br />
That is how the National Union of Students in Denmark views the Government&#8217;s education strategy, which forms part of the recently unveiled 2020 Plan.<br />
<br />
&#8220;It is unclear whether the Government will get all its reforms through, so we face a potential situation where institutions of further and higher education have to take in 10,000 more students for the same money they are spending now,&#8221; said Torben Holm, president of the National Union of Students.<br />
<br />
He believes it is pure spin on the part of the Government to present the education plan as a straightforward investment when the funding is still uncertain.<br />
<br />
Holm points out that the 10,000 extra places that the SocDem-SPP-SocLib Government wants to establish are dependent on them obtaining a majority for a series of proposed reforms.<br />
<br />
&#8220;The DKK&#160;3.5 billion earmarked for education in the 2020 Plan only covers the costs of more student finance and reduced tax revenue. We still do not know whether there will really be any money for additional places.&#8221;<br />
<br />
<b>Not so easy to recruit researchers</b><br />
Roskilde University is also anxious to see whether the universities will get the money to enable them to maintain a high standard for the many new students.<br />
<br />
&#8220;We are concerned about the level of funding the universities will end up getting. I assume the Government will be allocating &#8216;taximeter&#8217; (per capita) grants for the new students, but it is already well known that the taximeter money is not enough,&#8221; said Peter Lauritzen, University Director at Roskilde University.<br />
<br />
Lauritzen emphasizes that Roskilde University would like to help meet the challenge of creating another 10,000 places in further and higher education.<br />
<br />
&#8220;It could easily sound like whining, but we are also nervous about the physical facilities that need to be in place. And the universities also face the challenge that we are research-based. It is not so easy to go out and find researchers in the various fields,&#8221; he said.<br />
<br />

<br />
This emerges from a string of significant weapons cases uncovered during the last few months by the police&#8217;s gang unit in Zealand, Task Force Øst (TFØ).<br />
<br />
&#8220;We are talking about a number of men who are able to obtain weapons and who sell them to the gangs,&#8221; said Deputy Chief Superintendent Magnus Andresen.<br />
<br />
<b>Police surprised<br />
</b>He said that police have sharpened their focus on the delivery channels which has led to the exposure of the Danish trade.<br />
<br />
&#8220;We have been surprised because the picture we started from was that the arms came mainly from the trade abroad,&#8221; he said.<br />
<br />
At the same time police investigations have put the spotlight on a number of people who have turned out to be ordinary, older men without criminal records who are enthusiastic about firearms, have firearms licences, and who swap and trade among themselves. However, they also sell weapons on the black market.<br />
<br />
<b>Minister for Justice welcomes<br />
</b>A report on gangs, which has just been published by the Danish National Police, shows that TFØ seized 337 unlawful hand guns and machine guns in 2011 compared to only 50 in 2010. This year the number has increased further to 350 so far.<br />
<br />
The Minister for Justice, Morten Bødskov, welcomes the increased seizures:<br />
<br />
&#8220;We are stepping up our operations against organised crime by setting up a Task Force Vest in Jutland. This has shown itself to be the right tool to get a grip on these often very complicated criminal networks,&#8221; said the minister.<br />

This is the view held by both teachers and parents, according to studies sponsored by the Danish Chamber of Commerce and the Danish Union of Teachers.<br />
<br />
Use of IT in teaching can strengthen pupils&#8217; motivation and proficiency, and it helps them to carry out their assignments more quickly, concludes a study carried out by Epinion for the Danish Chamber of Commerce.<br />
<br />
<b>Parents support more use of IT<br />
</b>A knowledge of IT is also an important skill for pupils in their future lives, both in further education beyond the compulsory stage and in the job market, it was felt.<br />
<br />
Nine out of ten parents thought that IT strengthens proficiency and increases pupils&#8217; motivation.<br />
<br />
Most school teachers would like to use more IT in their teaching but say that the school they are working in does not give it sufficient priority, according to chief consultant at the Danish Chamber of Commerce, Christian Ohm.<br />
<br />
<b>Head teachers should lead the way<br />
</b>&#8220;In fact only every other teacher said that their school had the right approach to IT. This shows there is something missing here,&#8221; according to Christian Ohm.<br />
<br />
Against this background the Danish Union of Teachers is calling on head teachers to lead the way.<br />
<br />
&#8220;It is head teachers who set financial priorities and the direction the school should take. So they must also focus on IT,&#8221; said the chair of the union&#8217;s schools and education committee, Bjørn Hansen.<br />
<br />
He points to a study recently carried out by Megafon for the teachers&#8217; union. In that study 58 per cent of teachers believed that IT strengthens pupils&#8217; proficiency, whilst 71 per cent said that it increases their motivation.<br />

<br />
&#8220;A lot of calls are about friendships, falling out, alcohol and sex, but there are also really serious things like incest, violence, neglect and abuse. I have also talked to girls who have gone into prostitution,&#8221; she explains.<br />
<br />
This kind of conversation takes time.<br />
<br />
&#8220;A lot of things happen in the course of a conversation like this, which the children need to digest and have time to think about. We try to support the child at the child&#8217;s own pace,&#8221; says Katrine Soelberg.<br />
<br />
<b>Many calls not getting through<br />
</b>However, according to Børns Vilkår, which runs Børnetelefonen, there are not currently enough volunteers.<br />
<br />
Sixty per cent of calls are simply not getting through due to the lack of volunteers.<br />
<br />
&#8220;It always affects me when all of the telephone lines are full, because we risk missing a serious call,&#8221; says Katrine Soelberg, who hopes to get more volunteers to work with her.<br />
<br />
&#8220;It is good to maintain a focus on this area, so we can assist even more children,&#8221; she says.<br />
<br />

One in five members of the Danish Union of Public Employees (FOA) in Randers have already taken advantage of the recently introduced option to drop out of the scheme and take the money. Regional chair Inge-Lise Christensen finds this number surprising.<br />
<br />
&#8220;It is a sign of the times we live in. Many people are short of cash and perhaps they don&#8217;t consider that they may not be able to go on working all their lives until they take a pension at 70,&#8221; she says.<br />
<br />
<b>Against recommendations</b><br />
At information meetings organised by the FOA in Randers to discuss the reform of early retirement provisions, members were advised that they should not withdraw from the scheme.<br />
<br />
&#8220;It is my experience that a lot of those who have dropped out are around fifty, just when they could do with the old age provision which is part of the early retirement scheme,&#8221; explains Inge-Lise Christensen.<br />
<br />
<b>Expecting a reduction</b><br />
Across the country, just under 30,000 FOA members ­&#8211; or 28 per cent of its total membership &#8211; have clicked good-bye to the early retirement scheme and had a sum of money paid into their accounts instead.<br />
<br />
 &#8220;That is a very large and surprising number,&#8221; says FOA vice-president Mona Striib.<br />
<br />
However, she is not concerned for the members who have dropped out.<br />
<br />
&#8220;I am convinced that our members have taken a thorough look at their situation, and we cannot blame them for wondering when the next cuts will be made in connection with the pension reforms,&#8221; she says.<br />
<br />

Educational social workers suggest that institutions should only be authorised if the management is qualified in educational social work and at least 60 per cent of the staff has an educational qualification. Inspections should also be required at least twice a year.<br />
<br />
<b>Fine words, too little action<br />
</b>&#8220;We should focus on professionalism in a radically different way to what we do today,&#8221; says the chair of the National Federation of Social Educators, Benny Andersen, who is calling for concrete action.<br />
<br />
He believes there have been too many vague formulations and too little actual policy, which has limited the powers of the authorities responsible for approving these institutions.<br />
<br />
Benny Andersen admits that the educational social workers can be criticised for not raising the alarm earlier but he points to the fact that the municipalities previously had the responsibility and duty to ensure that things were properly done.<br />
<br />
&#8220;The recent examples clearly indicate that something is wrong. Now we must ensure that minimum requirements apply everywhere,&#8221; he says.<br />

As part of a trial, patients here are to be the first to risk a fine of DKK&#160;500 if they don&#8217;t show up at the right time.<br />
<br />
&#8220;We decided on DKK&#160;500 because the charge must be reasonably high,&#8221; the chairman of the Regional Council, South Denmark Carl Holst (Liberals) told <i>Berlingske</i>.<br />
<br />
&#8220;There should be a relationship to the expense of administering the scheme and to the real costs to the hospital if people don&#8217;t turn up.&#8221;<br />
<br />
&#8220;It should also have something of a deterrent effect,&#8221; he added.<br />
<br />
<b>A possibility since 2004</b><br />
The regions have had the ability to introduce charges for missed appointments since 2004. But none of the regions have done so, despite attempts by both the present and the previous governments to get them to run trials in this area.<br />
<br />
South Denmark&#8217;s back unit in Middelfart will be the first hospital to introduce a charge.<br />
<br />
A survey by the Danish Chamber of Commerce earlier this year showed that four out of five Danes would accept a fee of DKK&#160;100 for missing a doctor&#8217;s appointment, provided that a text alert for the appointment had been received in advance.<br />

This is the view expressed by Signe Hansen, an expert at the Economic Council of the Labour Movement, which estimates that a coordinated plan for growth by the six richest EU countries would result in 40,000 new Danish jobs.<br />

&#8220;Our figure of 40,000 includes jobs created directly as a result of a kick start in Denmark, those resulting from increased exports, and about twice as many arising because a coordinated plan for growth will increase confidence in the economy across Europe,&#8221; she told <i>Nordjyske Medier</i>.<br />
<br />
<b>Costs money<br />
</b>Another option on the table is to provide more money and more options for the European Investment Bank, but this would also result in about 40,000 jobs.<br />
<br />
&#8220;It will of course cost money, but they have been too quick to wield the knife, and this is starting to be understood at the European level,&#8221; she said.<br />
<br />
<b>Will ease the Danish economy</b><br />
EU expert Lars Hovbakke Sørensen points out that the effect will be seen in Danish job centre queues if Germany and Sweden in particular - which are among the more prosperous countries - implement initiatives for growth.<br />
<br />
&#8220;It is difficult to say exactly how big the effect will be, but in any event, Sweden and Germany are among our most important trading partners, so it will also ease the Danish economy if initiatives for growth come from those two countries in particular,&#8221; he told <i>Nordjyske</i>.<br />

<p>Ole Henrik Hansen asserted in Berlingske that his research was based on questionnaires sent out to 40,000 nursery staff. However, the P1 radio programme Detektor has revealed that there were only 1,412 respondents.</p>

<p>What is more, Ole Henrik Hansen is accused of distorting the responses in his presentation. He used the survey to criticise the apparent lack of leadership and planning in Danish nurseries, suggesting that many of them should therefore be closed.</p>

<p><strong>Politicians demanded action<br />
</strong>The responses to the survey, which was carried out in conjunction with the Danish Union of Early Childhood and Youth Educators, actually show, however, that 79% of the nursery staff questioned consider that their workplace has an open and inclusive leadership style and that they are listened to and have an influence. The leadership was judged to be inactive in only 8 per cent of cases. 59 per cent also said that there are planned activities for the children for at least some of the day.</p>

<p>All the same, several politicians have demanded action in this area based on the survey and the media's coverage of it.</p>

<p><strong>No comment<br />
</strong>Berlingske defended itself in a mail to Detektor: "Berlingske tried to cover Ole Henrik Hansen's research as thoroughly and accurately as possible, among other things by sending a draft of the article to the researcher himself to avoid errors and misunderstandings. The figure of approximately 40,000 comes from Ole Henrik Hansen himself".</p>

<p>Ole Henrik Hansen does not wish to comment on whether the data he has cited are incorrect.</p>

<p><strong>There aren't 40,000 nursery staff<br />
</strong>In an open letter in today's Information, fourteen childcare researchers question Ole Henrik Hansen's conclusions.</p>

<p>As it happens, there aren't even 40,000 nursery staff in Denmark, but only around 11-12,000, according to the estimate of the Danish Union of Early Childhood and Youth Educators. Its president, Henning Pedersen, is also therefore wondering whether it can actually be their survey that was referred to.</p>

<p>"I was amazed at the figure of 40,000 childcare workers. I couldn't understand where it came from," he said.<br />

<p>The study was carried out by Professor Øjvind Lidegaard of the Department of Gynaecology at Rigshospitalet.</p>

<p>"In terms of blood clots, the patch is the highest-risk product on the market. Then come the new third- or fourth-generation contraceptive pills, which, like the vaginal ring, increase the risk six-fold," Øjvind Lidegaard told DR News.</p>

<p><strong>Women must decide<br />
</strong>Last autumn, a study showed that some contraceptive pills can increase the risk of blood clots. This prompted many of the 400,000 or so women who use daily contraceptive pills to switch to other methods, including vaginal rings.</p>

<p>"But that's a really bad idea," said Øjvind Lidegaard.</p>

<p>In the first instance, he is advising doctors to inform women of the risk, but he stresses that it should be left up to the women themselves to choose which form of birth control they wish to use.</p>

<p>"Some women will conclude that they want to continue using rings or patches because they work for them. As far as I'm concerned, it's fine as long as they understand what they are doing," said Øjvind Lidegaard.<br />

<p>According to the web newspaper Canarias7, the man's wife reported her husband missing on Wednesday, after which a search was launched.</p>

<p><strong>Items found<br />
</strong>The man's bicycle and a backpack containing his documents were then found in a ravine in an inaccessible area near the Soria dam in the south of the island.</p>

<p>According to the Norwegian website CanariaJournalen, the rescue services, a helicopter, the police, the civil defence and rescue dogs are all involved in the search.<br />

]]></description><DR:XmlBody><![CDATA[<p>Lene Balleby, head of communications at the Royal Court, has confirmed to the news agency Ritzau that Crown Prince Frederik is planning to travel to Ukraine for EURO 2012 in spite of major international concern at the political situation in the country.</p>

<p>"As things stand right now, the plan is that the crown prince will attend," she said. "As is standard practice, the royal family will follow the government line."</p>

<p>The Danish government, led by Minister for Culture Uffe Elbæk (SocLib), has so far declined to boycott the championships in Ukraine even though other countries have questioned whether political representatives should attend.</p>

<p>The international concern that democratic rights are not being respected in the country has been heightened in particular by the imprisonment of Ukraine's former president Yulia Tymoshenko.</p>

<p>In October, Tymoshenko was sentenced to seven years in prison for abuse of power in what she herself described as a "political witch-hunt".</p>

<p>In prison in the city of Kharkiv, Tymoshenko has allegedly been mistreated and has suffered with serious back pain. Earlier this week she was moved to a hospital in the same city.</p>

<p>This is the conclusion of a new comprehensive status report by the Danish Institute for Human Rights (DIHR) published on the occasion of its 25th birthday.</p>

<p>"Denmark is a strong, democratic constitutional state with a highly developed welfare system. Our platform is good compared with most other countries in the world," said DIHR Director Jonas Christoffersen.</p>

<p>"However, if we scratch the surface, we also find a lot of areas where we can do better - and should do better," he added. "And the area of children is where I think we have the most serious problems in Denmark."</p>

<p>Jonas Christoffersen points to a number of abuse cases in recent years where Danish children across the country have been subjected to violence, incest and neglect without the authorities intervening in time:</p>

<p>"The supervision has not worked well enough, and that is a big mistake. Children have a right to be protected and cared for, but instead their rights have been neglected. The state has a duty to provide continuous, qualified supervision so that children are not exposed to unnecessary use of force or sexual assault."</p>

<p>In addition to the area of children, the DIHR highlights 12 other areas where Denmark can do better than it is currently doing, including human trafficking and detention.<br />
